Dear Fellow Citizens,
Pursuant to our earlier discussions, there has not been any debate on the Unique Identity (UID) Number or Aadhaar Number and related proposals and legislations either in the state legislatures or in the central legislature although “these systems would be in active use for centuries” to facilitate unprecedented surveillance by the government and its favourite commercial czars like Nandan Manohar Nilekani. With this we are entering into an era of rampant identity frauds through multiple UIDs and industrial and corporate espionage.
We already have at least 15 identity proofs including Voter I card. Did Parliament ever feel itself to be illegitimate because voters/citizens legitimise it with these very identity proofs? Which international financial institution or transnational influence has compelled the Prime Minister, Planning Commission and other senior ministers to bulldoze a sixteenth identity proof for residents of India? Dalai Lama has been enrolled. Are all the diplomats and their embassies being asked to enrol as well? All this is quite bizarre.
This project is unfolding without legislative approval in manifest contempt of Parliament. There is a Bill pertaining to the UID Number that was introduced in December 2010 after the launch of the UID Number in September 2010 the Rajya Sabha. Parliamentary Standing Committee on Finance headed by Yashwant Sinha is seized with National Identification Authority of India Bill, 2010 which proposes to take legislative consent for granted as per its Section 57. The central government agencies and State Governments ought to apply its rigorous legal mind before proceeding with this proposal because it subverts India federal structure beyond repair.
In recent times, the UID proposal is located in e-governance program that was launched in 1975 with the setting up of National Informatics Centre. The UID Number project is deceptively linked to Multipurpose National Identification Card (MNIC) project proposed in 2002 to a engineer a bipartisan support and suppress the fact that its origins in India lie in the controversial year of 1975.
The fact is it appears to be linked to Islamabad based National Database & Registration Authority (NADRA) was established in March 2000 to provide integrated homeland security solutions in Pakistan. Earlier, it was established as National Database Organization (NDO), an attached department under the Ministry of Interior, Government of Pakistan in 1998. On 10 March, 2000, NDO & Directorate General of Registration (DGR) merged to form NADRA, an independent corporate body with requisite autonomy to operate independently and facilitate good governance. With the mandate of developing a system for re-registering 150 million citizens, NADRA launched the Multi-Biometric National Identity Card project developed in conformance with international security documentation issuance practices in the year 2000. The program replaced the paper based Personal Identity System of Pakistan that had been in use since 1971. To date over 96 Million citizens in Pakistan and abroad have utilized the system and its allied services to receive tamper resistant ISO standard Identification Documents. NADRA has developed solutions based on Biometrics and RFID technology and has the largest IT infrastructure in Pakistan with highly qualified technical and managerial resources enabling NADRA to provide customized solutions to any country. NADRA’s Chief Technology Officer, Usman Y. Mobin was awarded the “ID Talent Award” in November, 2007 at the ID World International Congress held in Milan, Italy. Deputy Chairman NADRA, Tariq Malik was awarded ID Outstanding Achievement Award on November 3, 2009 in Milan at an exclusive ceremony during the eighths ID WORLD International Congress, the Global Summit on Automatic Identification. Malik was selected out of 250 people from 75 countries by international voting of editorial board consisting of CEOs of fortune 500 companies.
Like Malik, Nandan Manohar Nilekani won ID Limelight Award given to a person who has attracted the highest media attention for his revolutionary ideas on the possible applications of auto ID technology at 16th during the seventh ID WORLD International Congress, held in Milan in 2010.. He was given the award “For being the force behind a transformational project ID project in India…and “to provide identification cards for each resident across the country and would be used primarily as the basis for efficient delivery of welfare services. It would also act as a tool for effective monitoring of various programs and schemes of the Government.” Revealing that UID Number project is part of World Bank’s eTransform Initiative formally launched in April 2010. In 2010, the list of speakers at the Congress included Joseph E. Krull, Senior Manager, Security, Accenture company which has won a contract with UIDAI, Dr. Joseph Atick, Executive Vice President & Chief Strategic Officer, L-1 Identity Solutions Company which has own a contract with UIDAI and R. K. Bajaj, Commissioner of Income Tax, Ministry of Finance, India which has been allocating budget for UIDAI without revealing the total estimated cost of the UID Number project. Abdul Hameed, Chairman, Pakistan Post, a state enterprise dedicated to providing wide range of postal products and public services like Delivery of National Identity Cards (NIC) and Payment to Pakistan Armed Forces Pensioners, Renewal of Arms Licenses etc in Pakistan was also a speaker at the Congress. In 2008 Congress, Ali Arshad Hakeem, Chairman, National Database & Registration Authority (NADRA), Pakistan was speaker too.
Another Indian corporate person won ID Outstanding Achievement Award, was Dr. Sreeni Tripuraneni, Chairman & CEO of an unique ID research, development, products, solutions and consultancy, “For his pioneering efforts in bringing India from nowhere to the state-of-the art in biometric ID management; for developing technology and processes for emerging countries: for successfully implementing the world’s largest unique citizen ID database, the world’s largest multi-biometric citizen ID system, the world’s largest corporate unique ID system, India’s first state-wide inter-connected LiveScan and AFIS for police, and more. Dr. Sreeni Tripuraneni, a vascular surgeon by training, “led India to start its nation-wide unique ID project for 1.2 billion residents, to which he provided technology, processes and techniques innovated for Indian rural conditions.” He too was awarded in 2010 in Milan, Italy wherein he said, “Our vision could hardly have seen the light of day without Mr. Nandan Nilekani providing leadership and coordination at the national level. All Indians should congratulate and be proud of Mr. Nilekani.” In 2008 Congress, Tarvinder S. Sembhi, President – 4G Identity Solutions was one of the speakers. The next ID WORLD International Congress is scheduled in Milan, Italy in November, 2011. This event is organised annually since 2003.
Brig. Saleem Ahmed Moeen who has been the chairman of NADRA, Pakistan since August 2001 was a speaker at 2006 and 2007Congress besides representatives from L1, IBM, Accenture, Microsoft Corporation, MaskTech. MaskTech official, a former German state judge, who had served in the business of high security printing spoke on “Emerging and Disruptive Technologies”. In 2006 Congress, PriceWaterhouseCoopers was also a speaker here besides L-1 Identity Solutions Company and Accenture. The list of speakers at this Congress from 2003 to 2005 is not available in public domain.
In 2010 the key sponsors were American Banknote Corporation and French company, Morpho (Safran group), world leaders in secure ID credentials solutions incorporating biometrics among others. In 2008, Arnim von Schwedler, Vice President, Europe & Africa – American Banknote Corporation was one of the speakers here.
In 2008, NADRA was one of the key sponsors. IBM was a sponsor in 2008 and 2009. Notably, IBM is part of the World Bank’s eTransform Initiative launched in 14 developing countries. Paul McKeown of Customs, Ports & Border Management, IBM Global Business Services was also a speaker at 2010 Congress besides Steven G. Singer, Chairman and CEO, American Banknote Corporation, M.S. Srikar, Private Secretary to the Chairman, Unique Identification Authority India (UIDAI), John Stienen, Directorate-General for Informatics, Interoperability solutions for European public administrations, European Commission, Daniel Piscopo, Assistant Division Director for Customs and Border Protection, U.S. Customs and Border Protection, Ian Neill, Deputy Programme Director of e-Borders, UK Home Office, J. Anthony Ogden, Inspector General, United States Government Printing Office and Cyrille Bataller, Director, Accenture Technology Labs Europe – Accenture. Accenture which has contract from UIDAI is working with the US Homeland Security’s Smart Border project.
The National Identification Authority of India Bill (NIAI), 2010 which has been introduced in the Rajya Sabha on December 3, 2010 after the constitution of the Unique Identification Authority of India (UIDAI) and appointment of Nandan Manohar Nilekani as its Chairman in the rank and status of a Cabinet Minister. The Bill seeks to provide statutory status to the UIDAI which has been functioning without backing of law since January 2009. This Bill is linked to the Draft Land Titling Bill, 2010, Draft Paper on Privacy Bill, 2010, Draft DNA Profiling Act, 2007 and Public Information Infrastructure and Innovations (PIII) for a National Knowledge Network besides National Intelligence Grid (Natgrid), World Bank’s eTransform Initiative, Census and National Population Register among several others.
The Bill reads: NIAI is “to provide for the establishment of the National Identification Authority of India for the purpose of issuing identification numbers to individuals residing in India and to certain other classes of individuals and manner of authentication of such individuals to facilitate access to benefits and services to such individuals to which they are entitled and for matters connected therewith or incidental thereto.” This does not reveal its true motives. Two of his motives have been underlined by Nilekani in his book “Imagining India” where he argues that a National ID can create a common land market which can alleviate poverty and undo the constitutional amendment that abolished right to property as fundamental right in 1978.
Together with UID Number, National Intelligence Grid Chief has proposed to create “private territorial armies” to safeguard security of commercial empires. The Bill is attached.
I am attaching the statement of eminent citizens issued by Justice VR Krishna Iyer, Retired Judge, Supreme Court of India, Justice A P Shah, former Chief Justice of Madras and Delhi High Court and fifteen other eminent citizens seeking abandonment of UID Number project meant for Indian ‘residents’ because it is a anti-citizen project. It also poses a threat to national security.
Nandan Manohar Nilekani, Chairman of the Unique Identification Authority of India (UIDAI) has been exposed with his awarding of contract to L1 Identity Solutions Operating Company and Accenture Services Pvt. Ltd for the Implementation of Biometric Solution for UIDAI on 30-07-2010. In effect, whatever data would be collected be handed over to these agencies which work with CIA and Homeland Security for de-duplication!
Wikileaks has revealed that US administration is quite keen on the implementation of the UID Number project in India. A similar project in US has been rejected by the states in USA.
Sadly, State Governments and some central govt agencies are implementing the UID Number without taking sound legal advice and without acknowledging that this project has just been abandoned in UK and other countries.
In a significant development following rigorous deliberations, an Indian development support organization founded in 1960, Indo-Global Social Service Society (IGSSS) has disassociated itself from UID Number project which was being undertaken under Mission Convergence in Delhi. Withdrawal of IGSSS that works in 21 states of the country across four core areas India: Sustainable Livelihood, Youth Development, Disaster Risk Reduction, and Urban Poverty merits the attention of all the states and civil society organisations especially those who are unwittingly involved in the UID Number enrollment process.
In its withdrawal letter IGSSS said, “we will not be able to continue to do UID enrolment, as we discussed in the meeting of 10th May 2011.” IGSSS decision was based on deliberations with Citizens Forum for Civil Liberties (CFCL) and eminent jurists. It is clear from their letter and other documents mentioned above that both Mission Convergence and UIDAI have been hiding these crucial facts.
UIDAI) has been created as an attached office under the Planning Commission. Its role is to develop and implement the necessary institutional, technical and legal infrastructure to issue unique identity numbers to Indian residents. UIDAI was set up as an attached office of the Planning Commission through Notification dated 28.01.09. On 25 June 2009, the Cabinet also created and approved the position of the Chairperson of the UIDAI, and appointed Nilekani as the first Chairperson in the rank and status of a Cabinet Minister.
Prime Minister’s Council on UIDAI Authority – Subsequently, on 02 July 2009, the Government appointed Nilekani as Chairman of the Unique Identification Authority of India, in the rank and status of a Cabinet Minister for an initial tenure of five years. Mr. Nilekani has joined the UIDAI as its Chairman on 23 July 2009. The Prime Minister’s Council of UIDAI Authority of India was set up on 30 July 2009. The Council is to advise the UIDAI on Programme, methodology and implementation to ensure co-ordination between Ministries/Departments, stakeholders and partners. The Council would meet once every quarter. The First Meeting of the Prime Minister’s Council of UIDAI Authority took place on 12 August 2009. The Government of India issued orders constituting the Cabinet Committee on UIDAI Authority on 22 October 2009. Nilekani met A Raja before joining as the CEO of UIDAI.
The withdrawal by IGSSS from UID Number project has further exposed Nandan Manohar Nilekani and the Unique Identification Authority of India (UIDAI) which was supervised by a Cabinet Committee on UIDAI related matters when A Raja was its member.

The UID project is going to do almost exactly the same thing which the predecessors of Hitler did, else how is it that Germany always had the lists of Jewish names even prior to the arrival of the Nazis? The Nazis got these lists with the help of IBM which was in the ‘census’ business that included racial census that entailed not only count the Jews but also identifying them. At the US Holocaust Museum in Washington, DC, there is an exhibit of an IBM Hollerith D-11 card sorting machine that was responsible for organising the census of 1933 that first identified the Jews.
